Requires secretary to design process to ensure broad public participation from Oregonians of all backgrounds, races and ethnicities and to ensure access to resources to assess historical accuracy of proposed song lyrics. Requires secretary to report to Legislative Assembly on progress in developing successor state song no later than September 15, 2022. Declares emergency, effective on passage.
